नचापि केवलाद्द्रव्यात् किंचनापि प्रवर्तते ।
तस्मादित्थमिह ज्ञेयं शाक्तं रूपभेदवत् ॥१६॥
nacāpi kevalāddravyāt kiṃcanāpi pravartate |
tasmāditthamiha jñeyaṃ śāktaṃ rūpabhedavat
Nor does anything at all proceed from the bare substance alone (without its power); therefore here the (realm) of power is to be understood in this way — as having (only) a difference of form (while being one with its holder).
