5.21

तथा वा शिवतत्त्वस्य सम्भूतेरथवातथा । एकैकशोऽस्ति चैतन्यमनभिव्यक्तरूपकम् ॥२१॥

tathā vā śivatattvasya sambhūterathavātathā | ekaikaśo'sti caitanyamanabhivyaktarūpakam

— or thus ; — of the Śiva-principle ; — from the (self-)production ; — or otherwise ; — in each one severally ; — there is ; — consciousness ; — in an unmanifested form

Or thus — from the (self-)bringing-forth of the Śiva-principle, whether so or otherwise — in each single (thing) severally there is consciousness, (present) in an unmanifested form.
