3.31
इच्छावत्कार्यनिष्पत्त्या पुनरिच्छान्तरोद्गमे । शिवस्य हेतुर्वक्तव्यो यदर्थं सा नवोद्गता ॥३१॥
icchāvatkāryaniṣpattyā punaricchāntarodgame | śivasya heturvaktavyo yadarthaṃ sā navodgatā
— by his being possessed of will ; — upon the accomplishment of an effect ; — again ; — at the arising of a further will ; — of Śiva ; — a cause ; — must be stated ; — for which purpose ; — that (will) ; — newly arisen

(Objection:) Since he is possessed of will, when one effect is accomplished and then a further will arises — a cause for Śiva must be stated, namely the purpose for which that new (will) has arisen.
