किंचिदुच्छूनता सैव महद्भिः कैश्चिदुच्यते । तस्येच्छा कार्यतां याता यया सेच्छः स जायते ॥१६॥
kiṃciducchūnatā saiva mahadbhiḥ kaiściducyate | tasyecchā kāryatāṃ yātā yayā secchaḥ sa jāyate
— a slight swelling-up ; — that ; — verily ; — by the great ones ; — by some ; — is called ; — his ; — will ; — the state of being directed to an effect ; — gone, attained ; — by which ; — possessed of will ; — he ; — becomes

That very (turning-toward) is called by some of the great ones a 'slight swelling'; it is his will that has assumed orientation toward an effect, by which he comes to possess will.
