svāminaś cātmasaṃsthasya bhāvajātasya bhāsanam
asty eva na vinā tasmād icchāmarśaḥ pravartate
— for the Lord (the master); — and; — residing within himself; — of the totality of entities; — the manifestation; — does (indeed) exist; — not; — without it (that manifestation); — from that, therefore; — the reflective awareness of will (the determination 'I will'); — proceeds, comes into operation
And for the Lord there does exist a manifestation of the totality of entities residing within himself; for without it the reflective determination of will (the 'I will') could not come into operation.
