One should petition, for the purpose of exposition, a guru who is accomplished in all the scriptures. He, in turn, should expound to his own disciple, or even to another's disciple, the scripture that befits the appropriate level of consecration. And to one situated even in a lower discipline he should expound it out of compassion — his heart moved by the prospect of a descent of power arising through the manifold will of the Lord — yet withholding the esoteric secret instruction.
