It has been said, however, that the governance of Śiva's power is everywhere. That (power) is not merely the beneficent Jyeṣṭhā, but also the dreadful (Ghorā) or the more dreadful (Ghoratarā). This śaktipāta, although manifold, is differentiated through the diversity of gradation: someone situated in the Vaiṣṇava and other systems, having attained ripeness by the sequence of initiate-rules and so on within the five streams, comes to the supreme eligibility for the Lord's Trika scripture that transcends all; another, by a sequence of overleaping (stages), with infinite varieties; and yet another, all at once. For this very reason, even gurus established in the ever-lower teachings are here without authority, even for the mere viewing of the maṇḍala; whereas the guru established in the higher teaching, on the contrary, gives life even to the lower teaching, because of his fullness — and so he is qualified for everything.
