5.38
नानिर्वृतौ प्रवर्तेत स्फुटे ज्ञानक्रिये स्थिते । कर्मप्रभवनत्वात्तत्प्रभुत्वमवधार्यते ॥३८॥
nānirvṛtau pravarteta sphuṭe jñānakriye sthite | karmaprabhavanatvāttatprabhutvamavadhāryate
— not ; — in the absence of bliss ; — would (one) engage in action ; — being manifest ; — knowledge and action ; — being established ; — because of (its) being the source of action ; — therefore ; — lordship, sovereignty ; — is determined

None would engage in action without bliss; (so) knowledge and action being manifestly established (in all things), and because (each is) a source of action, its sovereignty (its Śiva-lordship) is thereby determined.
