5.14
चेतनेच्छावशाद्बाह्यसम्पत्तेरजडः कथम् । तिष्ठत्यादिक्रियायां हि कर्तृत्वं न जडो भवेत् ॥१४॥
cetanecchāvaśādbāhyasampatterajaḍaḥ katham | tiṣṭhatyādikriyāyāṃ hi kartṛtvaṃ na jaḍo bhavet
— by force of a sentient will ; — from the coming-about of an external (result) ; — non-insentient ; — how (otherwise)? ; — in the action of standing and the like ; — for ; — agency ; — not ; — the insentient ; — could be (an agent)

Since (every) external result comes about by force of a sentient will, how (could the agent be) non-sentient? For in the action of standing and the like agency (is present), and the (truly) insentient could not be an agent.
