निश्चलत्वेऽपि हि जलं वीचित्वे जलमेव तत् ।
वीचिभिस्तद्विशिष्टं चेत्तन्नैश्चल्यविशेषकम् ॥३९॥
niścalatve'pi hi jalaṃ vīcitve jalameva tat |
vīcibhistadviśiṣṭaṃ cettannaiścalyaviśeṣakam
Indeed, in stillness it is water, and in the wave-state too that is just water; if (you say) it is water qualified by the waves, (we reply) that very (waving) is what distinguishes it from its stillness (without altering its watery essence).
