आत्मैव सर्वभावेषु स्फुरन्निर्वृतचिद्विभुः । अनिरुद्धेच्छाप्रसरः प्रसरद्दृक्क्रियः शिवः ॥२॥
ātmaiva sarvabhāveṣu sphurannirvṛtacidvibhuḥ | aniruddhecchāprasaraḥ prasaraddṛkkriyaḥ śivaḥ
— the Self ; — alone, indeed ; — in all existing things ; — scintillating, vibrantly shining forth ; — the all-pervading Lord whose consciousness is blissful repose ; — whose outflow of will is unobstructed ; — whose seeing and acting stream forth ; — Śiva

The Self alone, shining forth in all existing things, is Śiva — the all-pervading Lord whose consciousness is blissful repose, whose flow of will is unobstructed, and whose powers of seeing and acting stream freely forth.
