भासतेऽवस्थिता शक्तिः शैवी शैवार्थदायिका । ततः सैव स्वयं बाह्यकार्यप्राक्कलनात्मिका ॥२३॥
bhāsate'vasthitā śaktiḥ śaivī śaivārthadāyikā | tataḥ saiva svayaṃ bāhyakāryaprākkalanātmikā
— shines forth ; — abiding ; — power ; — belonging to Śiva ; — bestowing the goal that is Śiva ; — thence ; — that very (power) ; — of itself ; — whose nature is the prior envisaging of the external effect

The power of Śiva shines forth, abiding, bestowing the goal that is Śiva; thence that very (power), of itself, becomes (the power) whose nature is the prior envisaging of the external effect.
