अङ्कुरो जायत इति न भवेत्कारकात्मता ॥४५॥
aṅkuro jāyata iti na bhavetkārakātmatā
— the sprout ; — is born, arises ; — that ; — there would not be ; — the status of being a causal factor

(If you say) 'the sprout is born' (out of sheer non-being), then there could be no status of being a (real) causal factor (for what does not yet exist cannot be acted upon).
