यत इच्छति तज्ज्ञातुं कर्तुं वा सेच्छया क्रिया । तस्याः पूर्वापरौ भागौ कल्पनीयौ पुरा हि या ॥१९॥
yata icchati tajjñātuṃ kartuṃ vā secchayā kriyā | tasyāḥ pūrvāparau bhāgau kalpanīyau purā hi yā
— since ; — he wills ; — that ; — to know ; — to do ; — or ; — that ; — through will ; — action ; — of it ; — prior and posterior ; — two phases ; — are to be posited ; — earlier ; — indeed ; — which

Since, through that will, he wills to know that or to do it, this is action; and of it two phases, prior and posterior, must be posited — the one that comes earlier (being will).
