3.40
अभिलाषाद्बहिर्गतिः संवाह्यस्य ॥४०॥
abhilāṣād bahir-gatiḥ saṃvāhyasya
sūtra
— from desire/longing ; — outward movement ; — of one carried (by saṃsāra), the deluded soul

From desire (alone) comes the outward-going (of) the soul carried (about by saṃsāra).
