चिद्वत्तच्छक्तिसङ्कोचान्मलावृतः संसारी ॥९॥

cid-vat tac-chakti-saṅkocān malāvṛtaḥ saṃsārī

sūtra

— though of the nature of Consciousness ; — owing to the contraction of his own powers ; — covered by the impurities (malas) ; — becomes the transmigrant

Like Consciousness itself (in essence), but with his powers contracted and covered by impurities, he becomes the transmigrating soul.
