The Essence of the Tantra16.23

16.23

Transliteration (IAST)

svavāsanābalīyastvāt bhogavāsanāvicchedasya ca asambhāvyamānatvāt bahubhiḥ dīkṣāyām ūrdhvaśāsanasaṃskāro balavān anyas tu tatsaṃskārāya syāt

— because of the greater strength of one's own latent impressions ; — of the severing of the latent impression of enjoyment ; — because of its being unfeasible ; — in the initiation ; — the sacrament of the higher dispensation (toward liberation) ; — is the more potent ; — but the other (the enjoyment-component) ; — serves for the consecration of that (higher aim)

Because one's own latent impressions are the stronger, and because the severing of the latent impression of enjoyment is, for most, unfeasible, in the initiation the sacrament of the higher dispensation is the more potent, while the other (the enjoyment-component) serves to consecrate that (higher aim).
