अथ शक्तेः शक्तिमतो न भेदो द्रव्यकर्मवत् । स्थापितो द्रव्यतो भिन्ना क्रिया नो नच नास्ति सा ॥१॥
atha śakteḥ śaktimato na bhedo dravyakarmavat | sthāpito dravyato bhinnā kriyā no naca nāsti sā
— now ; — of the power ; — of the power-holder ; — there is no difference ; — as (between) a substance and its action ; — has been established ; — from the substance ; — different ; — action ; — is not ; — and yet it is not non-existent

Now, there is no difference between the power and the power-holder, as (there is none) between a substance and its action; this has been established. Action is not (wholly) different from the substance, and yet it is not (therefore) non-existent.
