विज्ञानमीदृक्सर्वस्य कस्मान्न स्याद्विमोहिता । सैवैषा सा च संसारो बन्धमोक्षावतः स्थितौ ॥६९॥
vijñānamīdṛksarvasya kasmānna syādvimohitā | saivaiṣā sā ca saṃsāro bandhamokṣāvataḥ sthitau
— cognition ; — of such a kind ; — of everyone ; — why ; — should there not be ; — the deluded condition ; — that very (Śiva-hood) is this ; — and that ; — transmigration ; — bondage and liberation ; — therefore ; — are established

(We answer:) Why should not everyone have such cognition (of universal Śiva-hood)? It is delusion (that prevents it). That very (delusion) is this (Śiva-hood under concealment), and that (concealed state) is transmigration; therefore bondage and liberation are (both) established (within the one Śiva).
