3.20
तथेच्छया समाविष्टस्तथा शक्तित्रयेण च । तथा तथा स्थितो भावैरतः सर्वं शिवात्मकम् ॥२०॥
tathecchayā samāviṣṭastathā śaktitrayeṇa ca | tathā tathā sthito bhāvairataḥ sarvaṃ śivātmakam
— so ; — by will ; — pervaded, entered into ; — so ; — by the triad of powers ; — and ; — in this and that way ; — abiding ; — as the existing things ; — therefore ; — everything ; — has Śiva as its self

So, pervaded by will and by the triad of powers, (Śiva) abides in this way and that as the existing things; therefore everything has Śiva for its very self.
