tat-parijñāne cittam eva antarmukhī-bhāvena cetana-padādhyārohāc citiḥ
sūtra
— when there is full recognition of that; — the (limited) mind; — itself; — by becoming inward-facing; — through ascent to the level of the (free) experient; — becomes Citi (universal Consciousness)
When that is recognized, the mind itself, turning inward and ascending to the plane of the conscious subject, becomes Consciousness.
