3.24

तस्य च एकैव कौलिकी विसर्गशक्तिः यया आनन्दरूपात् प्रभृति इयता बहिःसृष्टिपर्यन्तेन प्रस्पन्दतः वर्गादिपरामर्शा एव बहिस् तत्त्वरूपतां प्राप्ताः

Transliteration (IAST)

tasya ca ekaiva kaulikī visargaśaktiḥ yayā ānandarūpāt prabhṛti iyatā bahiḥsṛṣṭiparyantena praspandataḥ vargādiparāmarśā eva bahis tattvarūpatāṃ prāptāḥ

— one single Kaula power of emission ; — beginning from the form of Bliss ; — through this whole extent ; — ending in external emanation ; — of (the power) that vibrates forth ; — the reflective awarenesses of the phoneme-classes and the rest ; — attain, externally, the form of (the cosmic) principles

And his is one single Kaula power of emission, by which, vibrating forth through this whole extent beginning from the form of Bliss and ending in external emanation, the very reflective awarenesses of the phoneme-classes and the rest attain externally the form of the (cosmic) principles.
