Transliteration (IAST)

tato gandhadhūpāsavakusumādīn ātmaprahvībhāvāntān arpayitvā svaviśrāntyā japtvā upasaṃhṛtya jale nikṣipet

— scent, incense, liquor, flowers, and the rest ; — ending with the self-surrender (of oneself) ; — having offered ; — having recited by repose in oneself ; — having withdrawn (the worship) ; — should cast into water

Then, having offered scent, incense, liquor, flowers, and the rest, culminating in the surrender of his very self, and having recited (the mantra) by repose in himself, he should withdraw the worship and cast it into water.
