teṣu teṣu pīṭhādisthāneṣu parameśaniyatyā parameśvarāviṣṭānāṃ śaktīnāṃ dehagrahaṇāt āryadeśā iva dhārmikāṇāṃ mlecchadeśā iva adhārmikāṇām parvatāgrādeś caikāntatvena vikṣepaparihārāt aikāgryapadatvam iti

— in the various places — the sacred seats and so on ; — by the ordinance of the Supreme Lord ; — of the powers (goddesses) pervaded by the Supreme Lord ; — because they take on bodies (there) ; — the lands of the noble (Āryas) ; — the lands of barbarians ; — by reason of (their) solitariness ; — because distraction is avoided ; — the being a locus for one-pointedness

In those various places — the sacred seats and the rest — by the ordinance of the Supreme Lord the powers pervaded by Him take on bodies; thus (these places are) like the lands of the noble for the righteous, and like the lands of barbarians for the unrighteous. And a mountain-top and the like, by reason of their solitariness, become a locus for one-pointedness, since distraction is avoided.
