3.19

कवर्गादिषु माहेश्वर्याद्याः पशुमातरः ॥१९॥

kavargādiṣu māheśvaryādyāḥ paśu-mātaraḥ

sūtra

— in the classes of consonants beginning with ka ; — Māheśvarī and other (śaktis) ; — (are) the mothers of the bound creature

Māheśvarī and the other (śaktis), presiding over the classes of consonants (ka-varga, etc.), are the mothers of the bound creature.
