चितिसंकोचात्मा चेतनोऽपि सङ्कुचितविश्वमयः ॥४॥

citi-saṃkocātmā cetano 'pi saṅkucita-viśvamayaḥ

sūtra

— having a contraction of Consciousness as its essence ; — the sentient being, the experient ; — even, also ; — contracted, narrowed ; — made of the universe, identical with the universe

The individual experiencer (cetana), whose essence is contracted Consciousness, embodies the universe in a contracted form.
