8.53

कालश् च कार्यं कलयंस् तदवच्छिन्नं कर्तृत्वम् अपि कलयति तुल्ये क्वचित्त्वे अस्मिन्न् एव कर्तृत्वम् इत्य् अत्रार्थे नियतेर् व्यापारः

Transliteration (IAST)

kālaś ca kāryaṃ kalayaṃs tadavacchinnaṃ kartṛtvam api kalayati tulye kvacittve asminn eva kartṛtvam ity atrārthe niyater vyāpāraḥ

— Time ; — measuring out the effect ; — delimited by that (effect) ; — measures out, brings about ; — when the "with regard to something" is equal (undifferentiated) ; — the operation of Necessity (niyati)

And Time, measuring out the effect, also measures out agency as delimited by that effect. When the "with regard to something" remains undifferentiated, in the meaning "agency precisely with regard to this" lies the operation of Necessity (niyati).
