ईश्वरस्य स्वतन्त्रस्य केनेच्छा वा विकल्प्यते ॥९४॥

īśvarasya svatantrasya kenecchā vā vikalpyate

— of the Lord ; — of the autonomous one ; — by what ; — will ; — then ; — is to be construed (as caused)

And by what (external cause) could the will of the autonomous Lord be construed (as conditioned)?
