9.10

सैव इच्छाशक्तिरूपतां स्वातन्त्र्यस्वभावां जिघृक्षन्ती मन्त्रमहेश्वरस्य

Transliteration (IAST)

saiva icchāśaktirūpatāṃ svātantryasvabhāvāṃ jighṛkṣantī mantramaheśvarasya

— that very same (Pure Knowledge) ; — the condition of being the power of will ; — whose nature is absolute freedom ; — desiring to take hold of, on the verge of seizing ; — of the Great Lord of Mantra (Mantramaheśvara)

For the Great Lord of Mantra it is that very same Knowledge, on the verge of seizing the condition of the power of will, whose nature is absolute freedom.
