9.11

इच्छात्मिका स्फुटस्वातन्त्र्यात्मिका शिवस्य इति शक्तिभेदाः सप्त मुख्याः

Transliteration (IAST)

icchātmikā sphuṭasvātantryātmikā śivasya iti śaktibhedāḥ sapta mukhyāḥ

— consisting of will (the will itself) ; — consisting of manifest, full-blown autonomy ; — of Śiva ; — divisions of power ; — seven principal (ones)

For Śiva it is the will itself, consisting of manifest, full-blown autonomy. Thus the principal divisions of power are seven.
