Transliteration (IAST)

tatra māyātaḥ kalā jātā yā suptasthānīyam aṇuṃ kiñcitkartṛtvena yunakti sā ca ucchūnateva saṃsārabījasya māyāṇvor ubhayoḥ saṃyogāt utpannāpi māyāṃ vikaroti na avikāryam aṇum iti māyākāryatvam asyāḥ

— from Māyā ; — limited agency (kalā) ; — as good as asleep (inert) ; — with a limited capacity to act ; — yokes, joins ; — a swelling-up ; — of the seed of transmigration ; — from the conjunction of Māyā and the soul ; — modifies, transforms ; — the status of being an effect of Māyā

There, from Māyā arises kalā, which yokes the soul — as good as asleep — to a limited capacity to act. And it is, as it were, a swelling-up of the seed of transmigration. Although it arises from the conjunction of both Māyā and the soul, it modifies (only) Māyā, not the soul, which is unmodifiable. Hence its status as an effect of Māyā.
