7.23

एवम् एतानि उत्तरोत्तरम् आवरणतया वर्तमानानि तत्त्वान्य् उत्तरं व्यापकं पूर्वं व्याप्यम् इति स्थित्या वर्तन्ते

Transliteration (IAST)

evam etāni uttarottaram āvaraṇatayā vartamānāni tattvāny uttaraṃ vyāpakaṃ pūrvaṃ vyāpyam iti sthityā vartante

— each more and more (in ascending order) ; — in the manner of an enveloping sheath ; — existing, standing ; — the higher (principle) ; — the pervader ; — the pervaded ; — by the rule, in the arrangement

Thus these principles, standing one above the other in the manner of enveloping sheaths, exist by the rule that the higher is the pervader and the lower is the pervaded.
