तथा चाह खेटपालः शब्दराशेर्विशेषताम् ॥१३॥

tathā cāha kheṭapālaḥ śabdarāśerviśeṣatām

— and so ; — says ; — Kheṭapāla ; — of the totality of (phonemic) sound ; — the special pre-eminence

And accordingly Kheṭapāla speaks of the special (status) of the totality of phonemic sound (śabdarāśi, as identical with Śiva, not of mere speech).
