3.23

न्यूनत्वादि विनाशित्वं तथोल्लङ्घननिष्कृतिः ॥२३॥

nyūnatvādi vināśitvaṃ tathollaṅghananiṣkṛtiḥ

— deficiency and the like ; — perishability ; — likewise ; — transgression and (the need for) expiation

— deficiency and so forth, perishability, and likewise transgression and the (need for) expiation (would all attach to Śiva).
