1.23

राजानः सत्यसङ्कल्पाः प्रजापालनतत्पराः । मातृवत् परयोषित्सु पुत्रवत् परसूनुषु ॥२३॥

rājānaḥ satyasaṅkalpāḥ prajāpālanatatparāḥ | mātṛvat parayoṣitsu putravat parasūnuṣu ||23||

— kings ; — true in their resolve ; — intent on protecting their subjects ; — as toward a mother ; — toward the wives of others ; — as toward a son ; — toward the sons of others

Kings were true in resolve and intent on protecting their subjects, regarding others' wives as mothers and others' sons as their own.
