3.12

यदा तु इच्छायाम् ईशने च कर्म अनुप्रविशति यत् तत् इष्यमाणम् ईश्यमाणम् इति च उच्यते तदा अस्य द्वौ भेदौ प्रकाशमात्रेण रश्रुतिः विश्रान्त्या लश्रुतिः रलयोः प्रकाशस्तम्भस्वभावत्वात् इष्यमाणं च न बाह्यवत् स्फुटम् स्फुटरूपत्वे तद् एव निर्माणं स्यात् न इच्छा ईशनं वा अतः अस्फुटत्वात् एव श्रुतिमात्रं रलयोः न व्यञ्जनवत् स्थितिः

Transliteration (IAST)

yadā tu icchāyām īśane ca karma anupraviśati yat tat iṣyamāṇam īśyamāṇam iti ca ucyate tadā asya dvau bhedau prakāśamātreṇa raśrutiḥ viśrāntyā laśrutiḥ ralayoḥ prakāśastambhasvabhāvatvāt iṣyamāṇaṃ ca na bāhyavat sphuṭam sphuṭarūpatve tad eva nirmāṇaṃ syāt na icchā īśanaṃ vā ataḥ asphuṭatvāt eva śrutimātraṃ ralayoḥ na vyañjanavat sthitiḥ

— into Will and into Lordship ; — action enters in ; — that which is being willed ; — that which is being ruled/mastered ; — two distinctions/varieties ; — by mere Light, the sound r ; — by repose, the sound l ; — because r and l have the nature of arresting/checking the Light ; — not vivid like an external object ; — (actual) creation, fashioning ; — because of (their) non-vividness ; — a mere semivowel-sound ; — their status is not like that of (full) consonants

But when action enters into Will and into Lordship — which is then spoken of as "that which is being willed" and "that which is being ruled" — then this has two varieties: by mere Light the sound r, by repose the sound l, since r and l have the nature of arresting the Light. And that which is being willed is not vivid like an external object; for if it had a vivid form, that very thing would be (an actual) creation, not Will or Lordship. Hence, just because of their non-vividness, r and l are a mere semivowel-sound and do not have the standing of (full) consonants.
