स एव गुणस्य उत्कर्षो यत् तेन विना गुणान्तरं न उपपद्यते तेन पृथिवीतत्त्वं शिवतत्त्वात् प्रभृति जलतत्त्वेन व्याप्तम् एवं जलं तेजसा इत्यादि यावच् छक्तितत्त्वम्

Transliteration (IAST)

sa eva guṇasya utkarṣo yat tena vinā guṇāntaraṃ na upapadyate tena pṛthivītattvaṃ śivatattvāt prabhṛti jalatattvena vyāptam evaṃ jalaṃ tejasā ityādi yāvac chaktitattvam

— the superiority/excellence of a quality ; — without it ; — another quality ; — is not possible ; — pervaded by the water-principle ; — as far as the Power-principle

And this is precisely the superiority of a quality: that without it another quality is not possible. Therefore the earth-principle, beginning from the Śiva-principle (downward), is pervaded by the water-principle; likewise water by fire, and so on, as far as the Power-principle.
