3.18

ततस् तत्रैव अनुत्तरस्य विसर्गो जायते अः इति

Transliteration (IAST)

tatas tatraiva anuttarasya visargo jāyate aḥ iti

— there itself (in the Absolute) ; — of the Absolute ; — the emission (visarga, the phoneme ḥ) ; — arises, is born

Then, in that very (Absolute), the emission of the Absolute arises — that is, ḥ.
