तत्र कः अधिकारी इति निरूपणार्थं शक्तिपातो विचार्यते

Transliteration (IAST)

tatra kaḥ adhikārī iti nirūpaṇārthaṃ śaktipāto vicāryate

— who is the qualified person (the eligible candidate) ; — for the sake of determining ; — the descent of (divine) power (śaktipāta) ; — is examined, is investigated

Here, in order to determine who is the qualified candidate, the descent of power (śaktipāta) is examined.
