16.11

ततो नियतिनियन्त्रितत्वात् अभ्यासाद्यपेक्षा स्याद् एव

Transliteration (IAST)

tato niyatiniyantritatvāt abhyāsādyapekṣā syād eva

— because of being constrained by Necessity (niyati) ; — the dependence on practice and so forth ; — would indeed exist

Therefore, because (the worldly operator) is constrained by Necessity, there would indeed be a dependence on practice and the rest.
