समय्यादेर् अपि च एतत्पाठे ऽधिकारः

Transliteration (IAST)

samayyāder api ca etatpāṭhe 'dhikāraḥ

— of the samayin (probationer) and the rest ; — also ; — in the recitation of this ; — entitlement (the right to do so)

And the samayin and the rest, too, are entitled to the recitation of this.
