1.13

शक्तिशक्तिमतोर्यद्वदभेदः सर्वदा स्थितः । अतस्तद्धर्मधर्मित्वात्परा शक्तिः परात्मनः ॥१३॥

śaktiśaktimator yadvad abhedaḥ sarvadā sthitaḥ | atas taddharmadharmitvāt parā śaktiḥ parātmanaḥ

anuṣṭubh

— of Śakti and the holder of Śakti ; — as much as ; — non-difference ; — always ; — stands established ; — therefore ; — by virtue of bearing his attributes ; — supreme Śakti ; — of the supreme Self

Just as Śakti and the Possessor of Śakti are ever non-different, so too — by the relation of attribute and attribute-holder — Parā Śakti belongs to the Supreme Self.
